One of the challenges with reorganisation is that success can sometimes be measured too narrowly.
Did the migration complete?
Were systems consolidated?
Did structures merge?
Did services continue operating?
Those things matter, of course.
But they do not necessarily mean transformation succeeded.
Because some councils emerge from reorganisation:
- more connected,
- more collaborative,
- more efficient,
- and more operationally resilient.
While others simply become:
- larger,
- more complex,
- and harder to navigate.
The difference often comes down to whether organisations focused only on consolidation…
…or whether they used reorganisation as an opportunity to modernise properly.
That distinction matters enormously.
Because the future of Local Government will not be defined by size alone.
It will be defined by operational effectiveness.
